Common transport outcome (spec §6.4): every transport returns this shape.
All metrics are optional — absent/unknown is None, never a fabricated
zero. The terminal TurnOutcome is the single typed source of truth
produced by the engine (spec §5.2).
Fields§
§timings: TimingStages§retries: Vec<RetryMeta>Transport-internal retries that preceded the final try of this
record: retries.len() + 1 equals the envelope’s top-level attempt.

pub fn unobserved(terminal: TurnOutcome) -> Self
An outcome with no observed metrics — everything None/empty except
the required terminal state.
