One ping’s result AND whatever the provider billed for it. Usage is returned on every path — success, transient or fatal error, in-stream error under a 200 — so the caller books it all.

Notices the request raised (e.g. the one-per-session silent 1h→5m downgrade notice: the ping shares the session’s latch, so the actor must surface it).
