A layout algorithm, ready to be given children.

The value SwiftUI stores is an index into a Rust-side table, not the closures themselves: SwiftUI copies a Layout value around freely, and a Box<dyn Fn> is not something it can copy. An index is one word and trivially copyable, which is what its value witness needs it to be.
