Complete date and time indication with timezone offset for precise timestamping.

Format: 6!n4!n1!x4!n (date + time + offset sign + offset)

date: NaiveDate

Date in YYMMDD format

time: NaiveTime

Time in HHMM format (24-hour)

offset_sign: char

UTC offset sign (+ or -)

offset: String

UTC offset in HHMM format
