Query restrictions, a.k.a conditions in WHERE
clause
A Qual defines a simple condition wich can be used by the FDW to restrict the number of the results.
Warning: Currently only simple conditions are supported, see below for examples. Other kinds of conditions, like JSON attribute filter e.g. `where json_col->>'key' = 'value'`, are not supported yet.
