NotLive

Neither live nor remembered as ended. With owner_synced true the scope is gone: an owner’s first sync of an incarnation is its full set. With owner_synced false and owner_configured true the owner has not re-synced since a daemon restart, so a reader waits. With owner_configured false the owner will never sync.
