Top-level daemon config sections that rescan cannot apply. The daemon
snapshots these sections at start and reports later rescan changes as
restart_required. Setup also uses this set, when it observes the system
before writing config (a dry run included): it lists the dotted keys core
setup would write, treating a missing config file as empty so every
desired key counts as pending, and, when the daemon is live, flags each key
whose top-level section is one of these (restart_required_from_pending_keys
in subc-core). It cannot ask the daemon instead, because the new sections
are not on disk yet. Match this enum
exhaustively so a new section cannot be added without a comparison.
Per-module health (including health.http, cadence and deadline) is not
in this set: rescan applies it live without a module restart. Launch-spec
fields such as protocol take effect at the next spawn instead.
