One queued outbound frame plus the instant it entered the writer queue.

The stamp exists for the reply-path half of slow-control diagnosis: a handler can finish in microseconds while the reply sits in this queue waiting for the writer task to be scheduled, and without a per-item stamp that wait is invisible to every other timing point (the client’s round trip is the only witness, and it cannot say which side ate the time). Constructed exclusively inside FrameSink so no caller can forget it.
