Re-export stellar_agent_toolsets_install::validate_package_name so callers
can pre-validate toolset names before calling resolve_toolset_and_check.
Validates a package name against the [a-z0-9-] rule.
Returns Ok(()) on success, Err(reason) with a description string on
failure. The caller wraps this in the appropriate ToolsetInstallError
variant.
Security: this validator rejects /, \, ., .., and all characters
outside [a-z0-9-], making it safe to use as a path-traversal guard before
constructing a filesystem path from a toolset name.
