Internal per-owner-shard expired-lock sweep (issue #1795). The gateway fans this to every owner shard of the participant CFs; each data node scans the TTL-expired prewrite locks in its shard’s collapsed coordination CF and resolves each against the coordination-shard primary status (a still-undecided or aborted primary => roll back; a committed primary is left for the read-path roll-forward). Reclaims the still-Prewritten orphans the decided-primaries scan never enumerates.
