CREATE DATABASE [IF NOT EXISTS] <name>.
Non-generic, like CreateSchema: a database is named by identifiers only. The
trailing [WITH] <option> ... list (OWNER, TEMPLATE, ENCODING, …) is a
deliberate follow-up — real migrations rarely spell it and it carries no
expressions the shape must compare.
