Non-exhaustive structs could have additional fields added in future. Therefore, non-exhaustive structs cannot be constructed in external crates using the traditional

A value in the range [0.0, 1.0] representing the target memory usage.
target_cpu_usage: f64
A value in the range [0.0, 1.0] representing the target CPU usage.
