What ForgetSecret carries: the vault reference whose key is deleted, spelled secret:realm/name. Refused while an attached endpoint or a configuration still names the reference, and for a key the environment supplies (gateway D33); writes nothing to the ledger (crates/accounting/spec/Worker.lean §8-37).
