Keyed by agent name, so the plan file says who said what.

tracker: bool

An umbrella or epic, which spar comments on and leaves open.

Set when either agent said so, unlike everything else here, which needs both. Closing already requires agreement, on the principle that one agent’s opinion is not enough to close somebody’s report; one agent saying the issue is not finished is the same principle from the other side.
