mjd: f64

Modified Julian Date, at 0h UTC.

bulletin_a: Eop

The rapid-service (Bulletin A) values, always present. A C04 series has no rapid service, and there this repeats bulletin_b.

bulletin_b: Option<Eop>

The final combined (Bulletin B) solution, where the IERS has published one. Every row of a C04 series is that solution.
