Per-account statement allowance: the resource budget an account may consume in the store.
The allowance is enforced on two axes at once — a maximum number of statements
(max_count) and a maximum total data size in bytes
(max_size). Because the binding constraint is primarily size, an account
may spend its budget as either a few large statements or many small ones, up to whichever
limit it hits first. When a submission would exceed either limit, the account’s
lowest-priority statements are evicted to make room.
Allowances are not fixed in this crate: they are held in chain state under
STATEMENT_ALLOWANCE_PREFIX (keyed by statement_allowance_key) and granted or revoked by
the runtime via increase_allowance_by / decrease_allowance_by; the store reads the
current value with get_allowance when validating a submission. An account with no allowance
(or a depleted one) cannot store statements.
