Answers H2ReadTarget::Skip: no read was performed.

Filled

Answers H2ReadTarget::Fill: amount bytes of space were offered, and the socket returned size bytes with status.

amount is echoed back rather than re-read from expect_read inside ConnectionH2::handle_read, so the byte debt the core settles is the one it actually offered and not whatever the table happens to hold by then.
