Build the unambiguous inverse of a mutating request.
The main process and each worker use the same inverse to restore their
respective ConfigState when no runtime worker accepts a command. Only
verbs whose prior value is fully determined by the request are covered.
Upserts, listener updates, cluster removals, and certificate mutations need
a snapshot of the displaced value and therefore return None.
