Parse command_socket_mode: one to four octal digits, a leading 0
allowed ("0660" and "660" are the same mode), no 0o prefix and no
sign. The value must not exceed MAX_COMMAND_SOCKET_MODE, which refuses
setuid, setgid and the sticky bit, and must keep the owner’s read and
write bits: without them the proxy’s own user could no longer connect to
run status, reload or upgrade.
