Variant	Meaning
Never	Do not start another attempt
OnFailure	Restart after a retryable failure
Always	Restart after any completed attempt

Always { interval_ms: None } requests an immediate restart. Always { interval_ms: Some(n) } requests a delay of n milliseconds.
