Basic capability of simple fifo queueing. This is intended for block verification.

PriorityQueueing

Strictly superset capability of priority queueing with reordering of tasks by task_id. This is intended for block production In other words, any use of FifoQueueing can safely replaced with PriorityQueueing, just being slower due to use of more expensive collections.
