Take a checkpoint

This is the main checkpoint operation:

1. Write BEGIN_CHECKPOINT record
2. Collect active transactions and dirty pages
3. Flush all dirty pages to stable storage
4. Write END_CHECKPOINT record with collected data
5. Optionally truncate WAL
