The controller’s output for one tick: the next concurrency limit and an optional target byte-rate.

Fields

limit: usize

The new concurrency limit to apply (clamped to [1, ceiling] and the memory budget).

target_rate: Option<u64>

The new aggregate target byte-rate, or None for unlimited. Computed as fraction × measured-goodput-knee, clamped to policy.max_rate.
