The socket was not writable, so the queued datagrams were left in place.

This is the only way UdpBatchSender::try_flush_best_effort can fail. Datagrams the socket refuses are discarded by the flush itself, so back pressure is all that remains for the caller to handle: retry the flush once the socket signals writability again.
