Reads a single data block by its index and returns the decoded rows.
The block parameter is the zero-based index of the block within the
SST, parallel to the entries returned by SstFile::index. Each

sequence number, and optional timestamps as stored on disk — no MVCC
filtering is applied.

Returns an error if block is out of range for this SST, or if there
is an issue reading or decoding the block.
