Proof-producing enforcement of the no-energy-selection policy.
Native selection APIs accept only SelectionInput, which has no public
constructor. Runtime callers first pass SelectionRequestShape and then
call InfluenceAudit::prepare_runtime; Shape acceptance alone never
manufactures proof.
