Stable machine-readable discriminant for TimeOffsetError.
The variants of TimeOffsetError carry only a human-facing &'static str,
which a C/FFI caller cannot branch on without parsing text. This #[repr(u8)]
code gives each variant a stable numeric tag (reachable across the FFI
boundary as code() as u8). The values are part of the public contract: 0
is reserved for “no error”, and an existing code is never renumbered.
