A NAVCEN row evaluated for operational usability at an explicit UTC instant.
parse_navcen_at returns this type instead of silently changing the
clock-free legacy behavior of parse_navcen. status.usable is the result
at evaluated_at_utc; the raw NANU type and subject remain in status, and
outage_start plus timing preserve how a forecast interval was resolved.

§status: NavcenStatusParsed NAVCEN row, with usable evaluated at evaluated_at_utc.
evaluated_at_utc: UtcInstantExplicit UTC instant used for the usability decision.
outage_start: Option<String>Cleaned NAVCEN “Outage Start” text. Duplicate cells are joined with
" | " and make bounded forecast timing unparseable.
timing: NavcenTimingParsed forecast timing or an explicit non-applicable/ambiguous state.
