Per-satellite latch for decay-like SGP4 propagation failures.

The latch is intentionally separate from Satellite. Passing it to Satellite::propagate_with_decay_latch opts one caller into stateful post-decay validity checks while Satellite::propagate remains a raw, stateless Vallado call.
