Error from opt-in decay-latched SGP4 propagation.

A latch reports the first observed decay-like epoch for one satellite and prevents later requests from returning a raw SGP4 state after the satellite has already been observed below the valid Earth-clearance domain.

First epoch in minutes since element epoch that returned a decay-like SGP4 failure through this latch.

requested_epoch: MinutesSinceEpoch

Epoch requested by the current call.

Propagation(Error)

The underlying raw SGP4 propagation failed for a non-latched reason.
