Per-station ocean-loading BLQ coefficients (Bos-Scherneck / HARDISP format).
Both arrays are indexed [component][constituent]. The component order is
the BLQ row order: radial / up-positive (0), tangential EW / west-positive
(1), tangential NS / south-positive (2). The constituent order is the BLQ
column order M2 S2 N2 K2 K1 O1 P1 Q1 Mf Mm Ssa.
