A short, strictly ascending VMF site-wise a-coefficient series for one
station, linearly interpolated to the observation epoch.
Fixed-capacity (VMF_SITE_MAX_SAMPLES) so the enclosing
TroposphereOptions stays Copy. Interpolation clamps to the endpoints
outside the sample span (no extrapolation of the slope).
