Horizontal confidence ellipse from an ENU position covariance.
azimuth_rad is the semi-major-axis direction measured counter-clockwise from
local east toward local north. confidence is the probability used for the
two-degree-of-freedom chi-square scale.

§confidence: f64Requested confidence probability in (0, 1).
chi_square_scale: f64Two-dimensional chi-square scale applied to the covariance eigenvalues.
semi_major_m: f64Semi-major axis length, metres.
semi_minor_m: f64Semi-minor axis length, metres.
azimuth_rad: f64Semi-major-axis azimuth in radians, from east toward north.
