This tracks how the binding was declared, independent of the value’s type. Later storage planning uses this to decide whether a slot can stay direct, must allow aliasing, or should preserve reference representation.

OwnedMutable

let mut — mutable owned binding.

Flexible

var — flexible/aliasable binding whose storage is chosen later.
