PostgreSQL TIMETZ (TIME WITH TIME ZONE) type.

Wire format: i64 microseconds since midnight + i32 UTC offset in seconds (negated). PostgreSQL stores the offset with west-positive convention, so UTC+7 is stored as -25200.
