Generate a DNSSEC validation report for a domain.
The DS/DNSKEY checks run at the apex of the zone enclosing domain,
found by walking up its labels with SOA queries; when that is not
domain itself, the first entry of issues names the zone that was
evaluated. DnssecReport::domain is always the (normalized) name that
was asked about.
