EXPENSIVE relative to the other operations: each domain fans out its own candidate generation, a DNS presence pre-filter over every candidate, and a full smart lookup per surviving candidate. A batch of N domains therefore multiplies into N independent candidate scans — budget bulk sizes accordingly. Dispatch is throttled only by the executor’s existing semaphore/rate limiter (deliberately no extra per-op limiting).
