A directed, typed edge between two symbols.

Ordering is derived field by field, which is what makes relation sets in a Codebase iterate deterministically.

Source symbol.

to: SymbolId

Target symbol (may be external).

kind: RelationKind

Edge kind.

confidence: Confidence

Resolution confidence.
