Network identity and protocol details reported by getNetwork.

latest_ledger is optional because the SDF endpoints (testnet, futurenet, mainnet) answer getNetwork with only passphrase, protocolVersion and friendbotUrl; a required field there made every getNetwork decode fail on those endpoints and the error was swallowed by callers that treated the probe as best-effort.
