Expand description

Run-length encoding for byte sequences.

Encoding format: a sequence of (count: u8, byte: u8) pairs. Runs longer than 255 are split into multiple pairs.

Best suited for sparse or highly repetitive data (e.g. binary masks, indicator arrays).
