epsilon: f64Approximation parameter ε ∈ (0, 1). Smaller → tighter guarantee, more RR sets, more running time.
delta: f64Confidence parameter δ ∈ (0, 1). Probability of approximation failure
is bounded by δ. Typical value: 1 / num_nodes.
seed: Option<u64>Random seed for reproducibility.
