One inventory configuration, keyed by (bucket, id).

frequency_hours is S4-internal — AWS only supports Daily (24h) and Weekly (168h), but representing the cadence in hours lets the operator pick any value via the gateway-internal API even though the over-the-wire PUT only accepts the AWS-named frequencies.
