Canonical Base64 ending in one or two = characters.
CanonicalUnpadded
Canonical Base64 for a byte length that requires no = padding.
OmittedTrailing
Otherwise-valid Base64 with only required trailing padding omitted.
Malformed
Padding was misplaced, excessive, or structurally invalid.
