Symmetric Dirichlet distribution where all alphas are the same.
SymmetricDirichlet { alpha, k }
is mathematical equivalent to
Dirichlet { alphas: vec![alpha; k] }
. This version has some extra
optimizations to seep up computing the PDF and drawing random vectors.
