Executes selected update items in dependency-safe order with failure isolation.

Algorithm

1. Separate selected items from deselected (held back).
2. Sort selected items in dependency order (topological sort).
3. Execute each item: a. Check if any dependency has failed → mark BlockedByFailure. b. Execute via the configured ApplyExecutor. c. Record success or failure.
4. Unrelated items continue even if some fail.
