Builds an update plan from manifest data and system context.

The planner:

  1. Resolves the manifest (baseline + overlay)
  2. For each component, runs compatibility checks
  3. Classifies each update (safe/guarded/blocked/candidate/experimental)
  4. Applies selection defaults
  5. Enforces dependency rules
  6. Returns a filtered, ordered plan
