Runs post-apply verification for each successfully-applied component.

§Algorithm

  1. For each item in the apply summary:
    • If Success: run verification, classify as verified or verify_failed
    • If Failed / BlockedByFailure / HeldBack / Skipped: mark as not_verified
  2. Produce a VerifySummary with complete partitioning.
