A synchronous pub/sub notification bus for instrumentation events.

Creates an empty notifier.

Subscribes to event_name and returns a subscription id.

event_name matches exactly. The special pattern "*" receives all events, and patterns ending with '*' act as prefix matches.

Removes a subscription by id.
