Not a public member flag. The defined flags are Py_READONLY (1),
Py_AUDIT_READ (2), _Py_WRITE_RESTRICTED (4, deprecated, do not reuse),
and Py_RELATIVE_OFFSET (8). This bit is set only by #[pymember].
Extension members leave it clear: a readonly extension member is a plain
load, and a writable one keeps an atomic access.
