A request or response control (RFC 4511 §4.1.11).

The value stays as raw octets: every control defines its own encoding, and this package has no business guessing at one it was not told about.

critical: bool

When true, a directory that does not implement the control must refuse the whole operation rather than quietly ignoring it.

value: Option<Vec<u8>>
